Procedures -
The Sounding Board of Directors (BOD) meetings are governed by several sources, i.e. Florida Statutes, our Declaration of Covenants and Restrictions, and our By-laws. Our Declaration of Covenants and Restrictions dictates that our meetings follow parlamentary procedures as defined by Roberts Rules of Order. Anyone that's read Roberts Rules of Order or has been to a meeting where the Roberts Rules are strictly adheared to can tell you that they can be very confusing. So for the ease of the community we apply the rules loosely.
Meeting participation -
Florida Statute 720.303(2)(b) provides each member the right to attend all meetings of the board and to be able to "speak at such meetings with reference to all designated items. This statute goes on to stipulate that the board can make written rules regarding allowing community participation. This BOD feels that every Soundings homeowner should be encouraged to attend our meetings and provide input on published agenda items. So, while we do encourage homeowner participation, we do ask that you treat the BOD and other homeowners with respect, allow others to provide input, and do not make personal remarks about others in attendance.
Agenda -
If you are a homeowner and would like something placed on the agenda, please email me at President@SoundingsHOA.org. At the bottom of the email, please provide your name and your address so that we can verify that you are a Soundings homeowner.
When sending the request, please provide specifics along with the applicable references (Florida Statute, Declaration of Covenants and Restrictions, By-Laws, or rules. You should also make arrangements to attend the meeting so you can speak on the agenda item. If you are not in attendance then the item will be skipped because it's apparent that the subject really wasn't that important to you.
